
Flight safety is the highest priority in the activities of ARMATS. Our safety objective is to maintain and, where practicable, to improve the existing standards to achieve the highest level of flight safety performance. Since 2005, ARMATS started implementation of the SMS in compliance with the ICAO and EUROCONTROL requirements. In this respect activities are carried out with EUROCONTROL, in the framework of SASI Project (Support to the ANSPs for implementation of SMS). Commitments of Top-level Management are reflected in the ARMATS Safety Policy, which is approved by the Board of ARMATS and by the GDCA.

ARMATS has implemented mandatory and voluntary reporting systems. Special forms for mandatory reporting system are established according to the ATS Order both for ATCOs and the Engineering personnel. The list of reportable occurrences is established in the ATC Manual based on ESARR 2 requirements.
ARMATS has introduced the Manual on Internal Investigation. All received reports are due to internal investigation by means of TOKAI (Tool Kit for Air Traffic Management Investigation) for classification of risk with successive necessary mitigations. A Disciplinary Committee, which consists of equal number of representatives of management and the personnel, will be established within ARMATS for classification of the mistakes as “fair mistakes”, “edge” actions or “inapt” conduct and will suggest corrective actions on part of Management. According to SMS implementation plan in ARMATS introduction of ATC in EUROCONTROL in compliance with ESARR 2 requirements is of high priority and will be ensured during the next year. Activities for realization of the concept of “Safety Culture” will start this year in cooperation with GDCA of the Republic of Armenia. The Audit Department has elaborated a special control chart for relevant check-up. In compliance with ESARR 4 requirements, the Safety Evaluation of the newly introduced broad sector multistage observation system in cooperation with EUROCONTROL is currently in process. The final version of the “Safety Case” document will be accomplished by end June 2007.
