Technical and Informational Provision Service (TIPS)  provides the receiving, processing and displaying of surveillance data, flight plans, AFTN and NOTAM messages, switching of VHF air–ground and ground–ground communication channels to the Air Traffic Control Center (ATCC), software support, service of local informational, Internet networks and computer equipment of “ARMATS” CJSC.

The Technical and Informational Provision Service (TIPS) includes ATC Technical and Information Provision Centers.

The following has been modernized and installed since 1999 in the ATC Center.

The following additional functions are integrated into automated system of ATC “EUROCAT–1000” according to the recommendations of EUROCONTROL:

The system also provides different prompts for the controllers during ATS provision. Using equipment of world famous producers and the latest software, the modernized ATC center alongside the provision of all requirements of the users is also open to possible perspective improvements and changes in accordance with ICAO and EUROCONTROL requirements.
The AFTN center and the internal LAN have been founded since 1999 by Technical Information Center integrating a new computer network system of all services and subdivisions of ARMATS.
The maximum capacity of the network, which includes 9 servers and over 100 users, is 100 Mbps. The network of “ARMATS” has two separate connections to global Internet.
The staff of TIPS has passed extension courses in the worlds leading companies, such as THALES, SIEMENS, Deutsche PhoneSAT and ALCATEL.

In 2005 two P3D multilateral control systems (ERA Czech Republic) were installed and became operational since 2007 with centers in “Zvartnots” and “Shirak” Airports.

This is a highly reliable, cheap and easy-to-operate device, which controls the air traffic through identification of aircrafts that are equipped with the SSR transponder, and determines their location in the real time using the active request in A/C/S modes according to the ICAO standards.

The system is multi-purpose and may be applied to solve different purposes and functions of aircraft tracking:

-Autonomous independent and high precision information source of the air situation on the air routs and in the aerodrome zone;
-Control of precision approach operation;
-Control and identification of ground movement in the airport.

System Architecture

The system has a block structure and includes the following functional blocks:

-Receiving Stations(RXS)
-Transmitting Stations (TXS)
-Central Processor Station (CPS)
-Remote Control Monitoring System. RCMS

The Central Processor Station (CPS) with the help of the measurement block and the software diagnoses and decodes the code groups of the secondary response and estimates the difference between the arrival times of the corresponding code groups with respect to different positions (TDOA principle – Time Difference of Arrival). The individual position of the aircraft, including its geometrical height is estimated based upon the detected differences of the arrival times of the pulse.

P3D WS is comprised of two “subsystems”. The first subsystem includes the central station, which is located in the airport of Yerevan city, and five lateral stations. The second subsystem includes the central station, which is located in the airport of Gyumri city, and four lateral stations.
Both subsystems are interconnected with optical cable, thus providing opportunity to separate the data from either subsystem in both central stations.
Data Processing and Informational Provision Service of Air Traffic Management (DP & IP ATM) provides the receiving, processing and displaying of surveillance data, Flight plans, AFTN and NOTAM messages, switching of VHF air–ground and ground–ground communication channels with the Air Traffic Control Center (ATCC), software support, service of internal informational, internet networks and computer equipment of “ARMATS” CJSC.

The Data Processing and Informational Provision Service of Air Traffic Management (DP & IP ATM) includes ATC Technical and Information Provision Centers.

The following has been modernized and installed since 1999 in the ATC Center.

-ATC Automated System “EUROCAT–1000”
-Digital Voice Communication System VCCS TXM–4400  (THALES, France) -Digital VC recording system MDR–2000 (ASSMANN, France)
-Voice communication satellite system PhoneSAT (Deutsche PhoneSAT, Germany)
-ATC UPS system (CHLORIDE Power Protection, Italy)
-Air conditioning equipment, “HIROSS”(Italy), which provides the necessary indoor climate in ATS Center.
