
In compliance with ECAC policy on harmonization of the airspace over all Europe, in November 2003(in cooperation with all European states) the airspace of Armenia above FL 195 was classified as class “C”.
During the recent years ATS route network has undergone considerable changes. ATS routes, in general, coincide with the direction of the main air traffic flow. However, there is a need to improve them in the future, which is possible only in the presence of productive cooperation between all states of the region.
Aiming to provide qualified air traffic service within the airspace of Armenia in the respect of defining job responsibilities for “ARMATS” ATS units and necessary procedures for ATS personnel based on ICAO International Standards and Recommendations, the following documents have been approved since November 2004: “ Manual on Air Traffic Service”, “Manual On Radiotelephony Communication”, Local Instructions. Change to feet system in vertical separation has been performed. Since November 2004 ICAO procedures have been implemented.
This year SIDs, STARs and approach charts have been worked out and implemented in airports “Zvartnots” and “Erebuni”. These charts are published in AIP of RA.
Aiming to adopt unique policy and provide qualified air traffic service within the airspace of Armenia, in 2004 ŔTC and Radio Technical Service of Gyumri airport “Shirak” were included in the structure of “ARMATS” CJSC.
New Simulator has been created with training posibilities for ACC, APP and TWR.
According to Swedavia “South Gate” project in 2004 training courses were organized for ACC, APP and TWR controllers with simulator support according to ATS regulating new documents.
In 2004 the construction of new ATC building of Gyumri “Shirak” airport was started and in 2006 the building was put into operation.
As a result of close regional cooperation between the Southern Caucasian States (Armenia, Georgia, Azerbaijan) and Rostov FIR of Russian Federation, RVSM has been implemented in the airspace of Armenia since 17 March 2005, in compliance with the table of cruising levels specified in Appendix 3 of ICAO Annex 2. Since 12 April 2007 area navigation B-RNAV (RNP-5) has been introduced in the airspace of Armenia above flight level 195. 
In 2005 new Local Instructions were developed and approved for “Gyumri” ATS. New SIDs, STARs and approach charts have been worked out and implemented in airport Gyumri “Shirak”.These charts are published in AIP of RA.
In 2006 the construction of new TOWER building in Yerevan “Zvartnots” airport was started which was put into operation at the end of 2007.
ATC working positions have been equipped with modern systems. For ATS provision in Yerevan, working positions ACC, APP are equipped with ATC Automatic System “EUROCAT-1000”. Aerodrome Control Towers of Yerevan and Gyumri are equipped with ARM “Master” System of Russian production.
In 2007 the installation of Multilateration surveillance system “P3-D” of Czech company “ERA” was initiated as an additional source of surveillance data with subsequent processing by “EUROCAT-1000”. The operational use of WAM (P3D) System is assumed to be implemented in 2008 based on the results of tech/ops testing, monitoring and safety assessment.
